The structure of the Second Tournament was indentical to that of the first. The main changes came in the form of games in which turn based ones, like Sonic Spinball, were abandoned in favour of head-to-heads. Twenty members entered the Second Mega Drive Tournament. They were divided into five groups of four and play on four randomly drawn games in a mini-knockout style system to determine rankings. The top two members of each league qualifyied for the Second Phase, as did the member who finishes in third with the most points. A final play-off was contested between the four other members finishing in third with the winner advancing to Stage Two as well.
